Download the ZIP at notary.cdn.sos.ca.gov/export/active-notary.zip, which decompresses to a plain-text (active-notary.txt) file updated each business day.
Parse the fields: notary name (last, suffix, first, middle), business name (blank if self-employed), mailing address, filing county code number, commission number, and commission expiration date.
Cross-reference filing county codes against the published PDF at notary.cdn.sos.ca.gov/forms/notary-county-codes.pdf to resolve county names.
