  3. Flag known edge cases explicitly: California enacted RON legislation but notaries cannot perform RONs until 2030; Massachusetts has a RON law but the required training/application procedures are not yet available, so notaries currently cannot offer RON there; North Carolina's RON law has not yet been made permanent.
  4. Flag states with no RON authorization at all (Georgia, Mississippi, South Carolina), and states with a remote-notarization law that is explicitly NOT remote online notarization (Alabama and Connecticut have enacted remote notarization laws that are not RON).
