Go to BICSI's Search/Verify Credential Holder Directory at bicsi.org (under Education & Certification > Certification).
Search by the individual's last name, or narrow by city, state/province, or country if the name is common.
Confirm the listing shows an active RCDD status alongside the person's name, city, state, and organization.
Cross-check the organization name and location against the claim made by the person/firm you're vetting.
If no record appears, ask the individual for their BICSI ID and contact BICSI directly, since lapsed or newly earned credentials can lag before appearing.
Known gotchas
Only current, in-good-standing holders are guaranteed to appear; recently lapsed or newly earned credentials may have a lag before showing up.
The directory only publishes name/city/state/country/organization — it will not show CEC history or disciplinary status, so contact BICSI for anything beyond basic verification.
