The Put_Benefit_Election SOAP operation requires exact plan and coverage-level identifiers from the Workday tenant; these are tenant-specific reference IDs, not standard codes.
IRS rules limit which benefits can be changed outside of open enrollment — a QLE does not universally permit all election changes (e.g., FSA elections have restricted change events).
