Steps
Set up the open enrollment event period in Workday by defining the enrollment period dates, eligibility rules, and benefit plan offerings for the plan year via Workday Benefits configuration.
Use the Workday Benefits SOAP API or REST endpoints to programmatically retrieve the open enrollment event for each eligible employee using Get_Open_Enrollment operations.
Push pre-populated default elections or prior-year waive-and-carry-forward elections for employees who do not actively enroll, using the appropriate Put_Benefit_Election operation.
After the enrollment window closes, trigger the enrollment finalization process to lock elections and generate the carrier EDI 834 or integration feed.
Audit the final elections by extracting them via Workday RaaS or the Benefits web service and reconciling them against eligibility counts.
Known gotchas
Workday's open enrollment configuration is largely done in the tenant UI by a benefits administrator; the API surfaces enrollment data but plan-year setup generally cannot be done via API alone.
Default elections for passive enrollees (employees who take no action) must be configured correctly — incorrect defaults can inadvertently enroll or disenroll employees.
Finalization of open enrollment triggers downstream integrations and may be irreversible without a corrective enrollment event — test in a sandbox tenant before running in production.
