Steps
Choose a deployment model: a hosted Prebid Server run by a Prebid.org member company, or a self-hosted/DIY instance using the open-source repo
Configure stored requests on the server so bidder lists and parameters live in server-side JSON blocks rather than in client page code
Have the client (Prebid.js, mobile SDK, AMP, or CTV player) call Prebid Server, which validates/enhances the request, enforces privacy rules, and fans out to server-side bid adapters
Enable Prebid Cache alongside Prebid Server when serving video/AMP formats that need VAST XML or creative payloads cached for later retrieval
After adapters respond, let Prebid Server apply currency conversion and price bucket (targeting) quantization before returning bids to the client

Self-hosting Prebid Server is meaningfully more operationally complex than using Prebid.js alone — factor in running/scaling the auction service itself, not just adapter configuration
Prebid Server supports more use cases than just web display (mobile app, AMP, CTV, digital-out-of-home, audio) — configuration needs differ by client type
