Steps

  1. Confirm the project qualifies as a full demolition of a building, or demolition of 50%+ of floor area, or enlargement increasing floor area by more than 25% — these are the DOHMH-triggered categories under NYC's rodent mitigation rules (post Local Law 109 of 2022)
  2. Retain a New York State/NYC-licensed pest control exterminator to inspect and bait the property in accordance with DOHMH requirements
  3. Obtain the completed Pre-Demolition Rodent Extermination Certificate (published PDF form on nyc.gov/assets/doh) from the licensed exterminator
  4. Submit the certificate as a required document with the DOB Full Demolition permit application — DOB will not issue the permit without this item on file
  5. If the property sits in a designated Rat Mitigation Zone, check for additional Rat Action Plan requirements that apply on top of the standard pre-demolition certificate
