Save/archive the index page or PDF as documentation supporting the pay estimate.
Reconcile the adjustment amount against the DOT's pay estimate before submitting for payment.
Known gotchas
Indices are published and can be revised monthly; using the wrong month (bid month vs. month of placement, per that state's specific formula) is a common source of billing disputes.
Each state's escalation formula is different even though the underlying concept (track asphalt cement cost changes) is the same — a Georgia-style formula cannot be applied to a North Carolina contract.
Some states set a minimum percentage price swing before any adjustment applies, so a small monthly index move may not translate into any actual pay adjustment.
