Steps
Decide whether your use case needs to become an Approved NMVTIS Data Provider (to sell branded vehicle history reports) or simply to consume NMVTIS-sourced data via an existing approved provider's API
If becoming a provider, contact AAMVA to begin the contracting process, budgeting for the required web-interface development fee (on the order of tens of thousands of dollars) due at contract execution
Complete AAMVA's structured application testing and certification before your integration is permitted to go live against production NMVTIS data
Budget for ongoing per-VIN inquiry fees billed on a single-rate, volume-based pricing structure once live
If you don't need provider status, instead integrate with an already-approved provider's consumer-facing API/report product and skip the AAMVA contracting process entirely
Known gotchas
Becoming an Approved Provider is a paid, contractual relationship with AAMVA, not a self-serve API signup — there is no public sandbox key to prototype against before contracting
Only Approved Providers may legally display the NMVTIS logo and sell NMVTIS-based reports to consumers; reselling raw NMVTIS data outside that certified relationship is not permitted
The certification/testing step is a hard gate — a technically complete integration still cannot go live against production data until AAMVA signs off on structured testing
