Documented steps

Run python -m pip download -d ./wheels -r requirements.txt to fetch wheels and sdists into the ./wheels directory.
Install later offline with python -m pip install --find-links ./wheels -r requirements.txt.
Fetch for a different platform or interpreter by passing --platform, --python-version, --implementation, and --abi together.

Known gotchas

When using any cross-platform option you MUST also set --only-binary=:all: or --no-deps, otherwise pip errors out.
If you specify only one cross-platform flag, the rest default to the current machine and may mismatch your target, so specify all of them.
Dependencies with no matching binary distribution must be built manually and exposed to pip via --find-links.
