Steps

1. Pull the current text of F.S. 553.899 from flsenate.gov (not a 2022- or 2023-dated summary) to confirm the definitions of 'milestone inspection' and 'substantial structural deterioration' currently in force, and the current wording of the 25-year local-enforcement-agency discretion provision in subsection (3)(b).
2. Confirm phase one is a qualitative visual assessment and phase two — destructive/nondestructive testing — is only triggered if phase one finds substantial structural deterioration.
3. Check whether the county where the property sits has adopted an ordinance under subsection (11) requiring repairs for identified deterioration to be scheduled or commenced within a set window (statute caps this at 365 days from the phase two report, but a county can set a shorter one).
4. Confirm whether the local enforcement agency has prescribed its own timelines/penalties under subsection (10), since these vary locally on top of the state floor.
5. Watch for further Florida Building Commission recommendations to the Legislature, since 553.899 directs ongoing commission review and the statute has already been amended multiple times (ch. 2022-269, 2023-203, 2024-244, 2025-175) since original passage.
