Retrieve full profile data for each new hire including SSN, address, and start date via GET /employer/individual and GET /employer/employment
Format the new-hire record per the W-4 data elements required by the federal OCSE new hire reporting standard (name, SSN, address, employer EIN, start date)
Submit the record to the appropriate state new-hire reporting agency portal via their web submission or batch file upload interface within the statutory 20-day window
Log submission confirmation and retention timestamps to satisfy state audit requirements for at least four years
Known gotchas
New-hire reporting must go to the employee's work state, not residence state; multi-state employers may need to report to multiple states for the same hire
SSNs are sensitive PII; ensure end-to-end encryption in transit and restrict access to the submission pipeline to authorized personnel only
Some states require reporting rehires (return from layoff) separately from initial new hires; check state-specific rules before assuming one workflow covers both
