Documented steps

Create a requirements.txt listing packages, optionally pinned, for example requests==2.32.3.
Run python -m pip install -r requirements.txt.
Repeat -r to include more than one requirements file, and use -c to apply a constraints file alongside.

Known gotchas

pip resolves dependencies from project metadata (pyproject.toml or setup.py), not from a requirements.txt embedded inside a package.
No installation order is guaranteed, so do not rely on line ordering in the file.
If any line carries a hash, --require-hashes is implied for the whole install, enforcing reproducible hashes.
A requirements file can also be served from a URL for centralized storage.
