Steps
Publish policies as JSON objects, each with a unique policy_id, served via flat file or REST endpoint at /policies (and /policies/{policy_id} for a single one).
Ensure no two policies have functionally identical field values under different policy_ids — the spec treats that as an invalid duplicate.
Pick a rule_type per rule: count (fleet caps, e.g. minimum/maximum device counts), time (idle/disabled-time limits), speed (zone or global speed limits), or user (which has no associated rule_units).
Reference days/start_time/end_time and rule_units to scope when and how a rule's minimum/maximum apply, and optionally attach rates with rate_recurrence (each_time_unit or per_complete_time_unit) and rate_applies_when (in_bounds or out_of_bounds).
Make the Policy endpoint fully public and unauthenticated, per OMF transparency requirements for regulatory APIs.
Known gotchas
Policy, Geography, and Jurisdiction APIs must be public/unauthenticated by OMF convention — don't gate them behind the same provider_id JWT bearer auth used for the Provider/Agency APIs.
Real-time policy consumers should poll at a sensible agreed interval rather than hammering the endpoint; OMF suggests agencies set an explicit minimum.
