Steps
Open the target (sending) device's association/groups view (e.g. in Z-Wave JS UI) and select the correct Node Endpoint — usually the Root Endpoint unless the device has multiple endpoints (e.g. a multi-gang switch).
Choose the association Group that corresponds to the event you want to trigger (refer to the device's manual, since group numbers/names are vendor-defined).
Set the Target Node to the receiving device that should react directly to the trigger.
Leave Target Endpoint blank unless the receiving device has multiple controllable endpoints (e.g. a double switch), in which case pick the specific endpoint.
Test the association by triggering the source device physically and confirming the target device reacts without the Z-Wave JS controller being involved.
Known gotchas
Both the sending and receiving devices must support the same association group/command class for a direct association to work — pairing arbitrary devices silently does nothing.
Leaving Target Endpoint blank vs explicitly setting it to 0 aren't always equivalent; some devices interpret them differently depending on whether they can accept commands aimed at endpoint 0.
