Roll out org-unit by org-unit rather than tenant-wide, since kiosk devices actively displaying signage will restart their kiosk session when the new policy resolves

Known gotchas

Chrome Sign Builder was removed from the Chrome Web Store at ChromeOS M150 (~July 2026); devices still pointed at it fail to launch the kiosk app entirely, making this a hard cutover, not a gradual deprecation
Policy changes via the API can take a full device policy-refresh cycle (reboot or periodic check-in) to actually apply, so an API-reported 'migrated' state doesn't mean the physical screen has already switched over
Chrome apps overall reach end-of-life in October 2028, so any other legacy Chrome-app-based signage tooling on the same fleet needs the same kiosk-policy migration before then
