CLUE reports are governed by the Fair Credit Reporting Act as consumer reports; any adverse underwriting action based on CLUE data must be accompanied by an adverse action notice to the applicant
CLUE data reflects claims reported to the CLUE database by participating insurers; not all carriers contribute claims data, so absence of a CLUE record does not guarantee a clean loss history
MVR ordering must comply with state-specific permissible purpose rules; some states require the consumer's consent before ordering an MVR for insurance purposes
