Steps
Put the device into commissioning mode so it advertises over BLE with its setup discriminator.
Run chip-tool pairing ble-wifi <node_id> hex:<ssid> hex:<password> <pin_code> <discriminator> (SSID/password can also be given as plain strings instead of hex).
chip-tool scans BLE for the discriminator, establishes a secure session, and exchanges operational certificates with the device.
chip-tool sends the Wi-Fi SSID and passphrase to the device over the secure BLE session.
Confirm the device joins the Wi-Fi network, obtains an IP address, and completes the operational discovery step.
Known gotchas
SSIDs or passwords containing characters that collide with shell quoting are safer passed as hex: encoded values rather than raw strings.
If discriminator or PIN don't match what the device is currently advertising, chip-tool fails to find the device over BLE rather than giving a clear auth error.
