Known gotchas

Binder application rate that's too heavy causes bleeding/flushing, while too light causes aggregate loss (whip-off); the NCHRP design method, not a generic rate, should set the value for the specific traffic and surface conditions.
Chip seals applied at or near the same time as other 'maintenance' treatments on the same segment can collectively be reclassified as an ADA alteration, so treatment sequencing/timing matters for compliance, not just the chip seal spec itself.
