Steps
Determine the appropriate provider type: Batch Provider (tax professionals submitting up to 1,000 enrollments and 5,000 payments per transaction) or Bulk Provider (payroll processors using EDI-based automated submission)
For Bulk Provider status, complete a Bulk Provider Agreement and contact EFTPS Customer Service to complete registration
Install and configure the EFTPS Batch Provider Software (or the ANSI EDI transaction-set integration for Bulk) per the published Batch Provider Software User Manual
Enroll each client TIN for federal tax payments and synchronize enrollment/payment records with the EFTPS database
Submit consolidated batch payment files ahead of each federal tax deadline and confirm each payment's individual acknowledgment status
Known gotchas
Batch and Bulk are distinct programs with different size limits and technical integration paths (proprietary batch software vs. ANSI EDI) — enrolling under the wrong one means redoing registration
Each batch of up to 1,000 payment records settles as one consolidated debit or Fedwire transaction, so a single funding failure can affect the whole batch of client payments
New Bulk Provider registration requires a phone-based agreement process with EFTPS Customer Service rather than a self-service online signup
