For each project of interest, retrieve the full study report from SPP's document portal using the Queue Number as a search key; the Cluster Study report identifies network upgrades and cost allocation under the new cost allocation methodology
Calculate estimated upgrade costs from the study report's Network Upgrade Cost Allocation table; SPP uses a flow-based methodology to allocate costs among projects in the same cluster
Monitor the ferc2222.org report tracker for SPP-specific Order 2222 implementation updates; as of the July 2025 tracker report, SPP and other RTOs had made progress on compliance filings but implementation completeness varied
Known gotchas
SPP's interconnection queue Excel file does not contain study status details; a project listed as 'Active' could be in any phase from Feasibility Study to ready to execute an Interconnection Agreement — cross-reference with SPP's study schedule documents for phase confirmation
SPP's cluster study process uses a different grouping methodology than PJM or CAISO; projects are grouped by study cycle open date, not by geographic proximity, which means a project may be studied alongside distant facilities with unrelated network impacts
FERC Order 2222 SPP compliance filings were pending as of mid-2025; DER aggregation participation rules may not be fully tariff-effective at the time of enrollment — verify the current tariff effective date before committing to SPP DER aggregation revenue projections
