Steps

  1. Attempt to add/update the keyword via AdGroupCriterionService.mutateAdGroupCriteria and catch the resulting GoogleAdsException
  2. Iterate the failure's GoogleAdsError list and inspect each PolicyViolationDetails.isExemptible flag
  3. Collect the PolicyViolationKey (policyName + violatingText) for every exemptible violation
  4. Resubmit the same AdGroupCriterionOperation with those keys set on exemptPolicyViolationKeys
  5. Confirm the retry succeeds; non-exemptible violations still block the mutate and must be resolved manually
