Complete the SERFF filing header fields including company, NAIC company code, state of domicile, and requested effective date
Submit the filing and monitor the SERFF Tracking Number for state reviewer correspondence and objections
Respond to any objection letters within the state-specified response window and upload revised documents as needed
Known gotchas
TOI and sub-TOI code selection is critical — an incorrect TOI causes misrouting to the wrong state reviewer and can require refiling
Some states have prior-approval requirements where rates cannot be used until approved; others allow file-and-use or use-and-file — confirm the state's review standard before binding
SERFF access requires a licensed account with the NAIC; carrier filing privileges differ from those of rate service organizations filing on behalf of members
