Steps

  1. Classify the fence as an "other structure" (not a building) under ASCE 7 for purposes of selecting exposure category, force coefficients, and load combinations.
  2. Determine the site's exposure category from surrounding terrain roughness, and pull the applicable basic wind speed from the ASCE 7 wind speed maps for the governing risk category.
  3. Use ASCE 7's force-coefficient provisions for solid freestanding walls/fences (Chapter 29) to select the coefficient appropriate to the fence's aspect ratio and clearance above grade.
  4. Calculate velocity pressure using the applicable exposure, topographic, directionality, and ground-elevation factors, then apply the force coefficient to obtain design pressure on the panel.
  5. Convert the distributed panel pressure to a moment demand at the post base to confirm post size/embedment is adequate, or have a structural engineer perform this calculation for taller or fully solid-panel fences.
