Steps
Register in SAM.gov to search for posted Forest Service timber sale opportunities and awards information
For sales advertised 30+ days or valued above $10,000, prepare a sealed bid on Forest Service form FS-2400-14BV, which supports Best Value bidding options
For smaller/shorter-notice sales (under $10,000, advertised less than 30 days), use the informal FS-2400-42a bid form instead
Submit the sealed bid per the specific sale prospectus's instructions and attend/track the scheduled bid opening
If awarded, execute the standard Forest Service timber sale contract and any required performance/payment bonding before removing timber
Known gotchas
No unified public e-bidding portal for USFS timber sales was confirmed as of 2026 research - the process remains sealed-bid submission per individual sale prospectuses, with SAM.gov used mainly for opportunity discovery, not electronic bid submission itself
BLM administers its own, separate timber sale/disposal process for public domain lands under different regulations - don't assume USFS procedures/forms carry over to BLM sales
Bid form and threshold rules (FS-2400-14BV vs. FS-2400-42a) depend on sale value and advertised duration - using the wrong form for a given sale's size can disqualify a bid
