Steps
Obtain an app access token or user access token
Call GET https://api.twitch.tv/helix/bits/cheermotes without broadcaster_id for global Cheermotes, or with broadcaster_id for channel-specific tiers
Parse the returned prefix and tier list (minimum bits, color, image URLs) to render cheer animations client-side
Subscribe to the relevant EventSub channel cheer/bits subscription to receive real-time cheer events
Match incoming cheer messages' bit prefixes against the cheermotes list to attribute the correct tier and value
Known gotchas
Cheermote tiers can differ between global and a specific broadcaster's custom Cheermotes -- always fetch with broadcaster_id if the channel has custom ones
Both endpoint calls accept app or user tokens, but rate limits and caching should account for the fact that Cheermote sets rarely change
