Have the unprovisioned Provisionee broadcast an unprovisioned device beacon over the advertising or GATT bearer
Provisioner invites the device to begin provisioning
Provisioner and Provisionee exchange public keys to establish a shared secret
Perform an out-of-band (OOB) authentication step appropriate to the device's capability (no OOB, static, output, or input OOB)
Provisioner distributes provisioning data: the network key (NetKey) and a unicast address (or address range for multi-element devices)
After provisioning completes, the Provisioner separately distributes application keys (AppKeys) via the Config Client to authorize the node's models
Known gotchas
Unicast addresses must be unique across the whole network; the Provisioner is responsible for avoiding collisions with no built-in conflict detection
AppKey distribution is a separate step after provisioning - do not confuse it with the NetKey delivered during provisioning itself
