Check IRA Home Efficiency (HOMES) and Home Electrification (HEEHR/HEAR) rebate program status by state

Steps

1. Check DOE's Home Energy Rebates tracking at energy.gov/cmei/scep/home-energy-rebates-program (and the related Resources page for states/territories/Tribes), since HOMES and HEEHR — the High-Efficiency Electric Home Rebate program, still commonly called HEAR or HEEHRA — are two separate IRA-funded rebate programs administered independently by each state/territory/Tribe.
2. Determine whether the target state's program has launched, is still in DOE-approval/design phase, or has exhausted its funding allocation — status varies widely by state and changes over time; DOE's own program page describes rebates as "now available in select states" with no single national rollout status.
3. Note DOE issued Program Notices 26-1 (HOMES), 26-2 (HEEHR for states/territories), and 26-3 (HEEHR for Tribes) on May 29, 2026, updating guidance for both programs. The most significant change: DOE ended the ability to qualify for HEEHR rebates when replacing a fossil-fuel-fired appliance with an electric one — going forward HEEHR only allows rebates for upgrading existing electric HVAC/appliances to more efficient electric equipment (electric HVAC/appliances in new construction remain allowable). Re-check current requirements rather than relying on original 2023-2024 IRA guidance.
4. Do not conflate HOMES/HEEHR rebates with the IRS Section 25C tax credit — HOMES/HEEHR are state-administered, funds-limited rebates (HEEHR is point-of-sale and income-qualified; HOMES is whole-home energy-savings-based), while 25C was a federal tax credit that terminated after 2025.
