Call https://waterservices.usgs.gov/nwis/site/ with filter parameters such as stateCd, huc, bBox, or siteType and format=rdb or format=mapper
Parse the returned metadata fields (site number, name, coordinates, drainage area, available parameter/data period info) per Site Service Details documentation
Use siteOutput=expanded when additional descriptive fields are needed beyond the default compact output
Cross-reference returned site numbers against IV/DV service calls to confirm data availability before requesting time series
