Apply HUD's 2023 Departmental Radon Policy (Notice CPD-23-103) when reviewing a HUD-assisted multifamily project

Steps

1. Read HUD Notice CPD-23-103, 'Departmental Policy for Addressing Radon in the Environmental Review Process,' at hud.gov/sites/dfiles/CPD/documents/CPD_Notice_on_Addressing_Radon_in_the_Environmental_Review_Process.pdf.
2. Understand the notice requires radon to be 'considered' as part of the contamination analysis under 24 CFR 50.3(i) or 58.5(i), as applicable — it does not itself mandate radon testing.
3. For multifamily projects specifically, cross-check the Multifamily Accelerated Processing (MAP) Guide (HUD Handbook 4430.G), Section 9.6.3, which layers more specific radon guidance on top of the general notice.
4. Confirm the applicable effective date: roughly 90 days after issuance for non-Tribal recipients. For Tribes, Tribally Designated Housing Entities (TDHEs), and Department of Hawaiian Home Lands recipients, the effective date was originally January 11, 2026, but HUD Notice CPD-26-01 (issued January 9, 2026; published on HUD Exchange January 30, 2026) extended it by 120 days, to May 11, 2026 — use that date for these recipients, not January 11, 2026.
