Register the facility as a Demand Response Asset (DR Asset) in MISO's resource registration system via the Market Participant Interface (MPI); the DR Asset must be associated with a registered DERA (Demand Response Asset Aggregator) per MISO Module E-1 tariff provisions
Establish the facility's baseline methodology: MISO uses a customer-specific baseline (CBL) based on the 10-of-10 day average methodology for Capacity Performance resources; submit historical 5-minute interval AMI data for the prior 12 months to the DERA for baseline model construction
Configure telemetry for real-time metering: the facility meter must transmit 4-second scan rate data to the DERA's aggregation system, which then forwards aggregated MW data to MISO's Energy Management System (EMS) at 4-second intervals per MISO's telemetry requirements
Submit the Day-Ahead commitment for the DR resource: the DERA must submit an energy offer or capacity offer in MISO's Day-Ahead market by 1:00 PM CPT the day before the operating day
During a DR dispatch event, receive the dispatch instruction via MISO's EMS interface; apply load curtailment within 10 minutes of the dispatch instruction for Non-Spinning Reserve products, or within 30 minutes for Load-Modifying Resources
Submit settlement data after the event: the DERA submits meter data to MISO for settlement calculation; MISO calculates performance payment based on measured load reduction versus the CBL
Known gotchas
MISO's Phase 1 Order 2222 compliance implementation is targeted for June 1, 2027, and Phase 2 by June 1, 2029; DER aggregations cannot participate in all MISO market products until Phase 2 is complete — verify which specific products are available at enrollment time
The MISO CBL methodology requires the 10 highest-load days out of the 10 prior non-event, non-weekend days; facilities with irregular load profiles (e.g., shift-work manufacturers) may receive an unfavorable baseline that reduces performance payments
MISO's telemetry requirements mandate that the DERA aggregation system achieve 99.9% data availability; telemetry gaps caused by communication outages will result in conservative default MW assumptions that reduce settlement payments
