Steps
Review the current Architecture and Reference Framework (ARF) to determine which attribute/credential types your use case requires
Apply for Relying Party registration through the applicable national registrar, since registration is administered per Member State rather than through one central EU endpoint
Obtain a Wallet-Relying Party Access Certificate (RPAC), and a Registration Certificate (RPRC) where your use case requires it
Implement the attribute-request flow against the ARF-specified protocol for your target wallet integration
Present your RPAC during each attribute request so the citizen's wallet can display verified requester identity before they consent to share data
Known gotchas
There is no single stable production 'register here' API yet — implementation and registration process differ per EU Member State, so a solution built against one country's rollout may not generalize
The ARF is still an evolving specification, not a frozen standard — building against a specific ARF version without a plan to track updates risks compatibility breaks
RPAC and RPRC serve different purposes (access vs. registration-based trust); requesting attributes without the correct certificate type for your use case can be rejected by the wallet
