Steps
Confirm on iwca.org (I-14 Standard page) that the currently referenced edition is ANSI/IWCA I-14.1-2001; as of this writing no newer ANSI-approved edition has superseded it, so do not assume a later year exists without checking iwca.org first.
Review the standard's two-part structure: Part A (safety practices for those performing window cleaning using access equipment) and Part B (design/manufacture/installation requirements for anchors and access equipment).
Coordinate with the building owner/manager to confirm required anchor points, davits, or other permanent access equipment are installed, inspected, and documented per the standard's Part B expectations.
Train and equip window-cleaning technicians on fall protection, equipment inspection, and safe work practices consistent with I-14.1 Part A before assigning elevated work.
Treat I-14.1 as the industry standard of care cited in litigation and by OSHA (via the General Duty Clause) even though it is not itself a binding regulation — document adherence accordingly.
Known gotchas
I-14.1 is a voluntary consensus standard, not an OSHA regulation — but OSHA has cited it as evidence of the recognized standard of care under the General Duty Clause, so noncompliance carries real legal exposure despite not being 'the law.'
The standard remains the 2001 edition as of this writing; verify on iwca.org before asserting a newer edition exists, since claiming a nonexistent update is a common error.
Building-side anchor/equipment compliance (Part B) is often the building owner's responsibility, not the BSC's — clarify contractually who is accountable for anchor inspection and certification.
