Steps
Create a tag with POST /v4/tags (the root tag wrapper required in v3 is no longer needed in v4)
Tag an existing subscriber by numeric id with POST /v4/tags/{tag_id}/subscribers/{id}, or by email with POST /v4/tags/{tag_id}/subscribers using email_address
List subscribers carrying a tag with GET /v4/tags/{tag_id}/subscribers (cursor-paginated)
Remove a tag from a subscriber with DELETE /v4/tags/{tag_id}/subscribers/{id} (returns 204)
For many subscribers at once, use the bulk endpoints: POST /v4/tags/bulk (create), bulk-tag-subscribers, and bulk-remove-tags-from-subscribers
Known gotchas
v3's ability to create multiple tags in a single call is gone — v4's create-a-tag endpoint makes exactly one tag; use the bulk endpoint for many
The subscriber being tagged must already exist; tagging does not implicitly create a new subscriber
Removing a tag changed from POST .../unsubscribe (v3) to DELETE .../subscribers/:id (v4) — old v3 integration code will 404/405 against v4
