Steps
Gather all required entry data: importer of record EIN, entry type code (01), HTS classification, country of origin, invoiced value, quantity, and applicable duty rate
Transmit the entry via your ABI-certified software using the CATAIR Entry Summary message set, including all required elements per the CBP Entry Summary instruction
Receive the CF-7501 equivalent electronic response and the entry number; pay estimated duties and taxes via ACE by the required payment deadline (typically 10 working days after entry summary acceptance)
Respond to any CBP Request for Information (CF-28) or Proposed Action (CF-29) within the specified timeframe, providing supporting documents such as commercial invoices and packing lists
Monitor ACE for liquidation notices and review the final liquidated duty amount against the estimated amount; protest within 180 days if the liquidated amount is incorrect
Known gotchas
Entry summary must be filed within 10 working days of cargo release; late filing triggers a liquidated damages claim against the importer's bond
The dutiable value is the transaction value in US dollars using the invoice exchange rate on the date of exportation, not the date of import
First Sale valuation (for multi-tier supply chains) requires advance ruling and specific documentation; cannot be claimed ad hoc at entry without prior CBP approval
