  1. Upload the target file into the course's org unit file system first
  2. Identify the orgUnitId and target moduleId under which the topic should appear
  3. POST to /d2l/api/le/(version)/(orgUnitId)/content/modules/(moduleId)/structure/ with a CreateFileTopic-style payload referencing the uploaded file
  4. Confirm the new topic appears in the module structure via a follow-up GET
  5. Set topic visibility/availability dates on the created structure object if required
