Describe the product with its material composition, primary use, essential character, and country of origin to narrow the Chapter and Heading using GRI rules
Search the CROSS database by keyword and HTS prefix to find binding rulings for similar products and note any conflicting or overruled decisions
Apply the six General Rules of Interpretation in order to arrive at the 10-digit HTS subheading
Cross-reference the HTS number against the USITC tariff schedule to confirm the MFN duty rate, any Section 301 / 232 / 201 additional duties, and quota applicability
If classification is uncertain, prepare a ruling request via CBP's e-Ruling portal referencing prior CROSS rulings and submit supporting product literature
Known gotchas
Binding rulings are issued to the specific importer who requested them and are not legally binding on other importers, though they carry persuasive weight
Section 301 List exclusions have separate HTS-level tracking and may have expired; always verify the current exclusion list at USTR.gov before assuming an exclusion applies
Classification must be determined at time of importation based on the article's condition as imported, not its intended end use unless a use-based provision explicitly applies
