Known gotchas
CROSS rulings are binding on CBP for the requester but persuasive, not binding, for other importers; a ruling issued to a different importer for a similar product is guidance, not a safe harbor
HTS numbers change annually on January 1; verify the current HTSUS edition before applying a ruling that references a prior year schedule
CBP binding rulings must be specifically requested for the exact product as imported; material differences in product formulation or configuration can void the ruling's applicability
