Steps
Confirm no alternate water source is available for the project, since NYC DEP requires this as a precondition for issuing a Hydrant Water Use Permit
Verify the target hydrant is in proper working condition before applying
Complete the Hydrant Water Use Permit Application and email it as a PDF to QueensPermits@dep.nyc.gov (this single address services all five boroughs), or submit in person at a borough DEP customer service office
Include a Reduced Pressure Zone (RPZ) device make/model/serial number on the application — any hydrant connection must use an RPZ to prevent backflow contamination of the public water supply

Known gotchas
Hydrant use is prohibited citywide whenever the outside temperature is below 32°F, which blocks winter hydrant-fill deliveries regardless of permit status
