Steps

1. Hold a pre-application meeting with the local planning department to confirm jurisdiction, zoning classification, and applicable subdivision ordinance requirements before preparing any plat.
2. Identify all existing easements, restrictions, and record boundary evidence on the parcel, then have the licensed surveyor/civil engineer prepare a preliminary plat showing proposed lots, streets, drainage, and utility routing.
3. Submit the preliminary plat for multi-agency review (planning, public works, fire, utilities, environmental as applicable); expect this review phase to be the longest step, commonly on the order of 30–90 days depending on the jurisdiction's process.
4. For major subdivisions, attend the required public hearing(s) before the planning commission/zoning board or city council, addressing any conditions or requested modifications from staff and the public.
5. After approval and satisfaction of any conditions (e.g., completed infrastructure or bonding), have the final plat recorded with the county clerk/recorder — only at recording do the new lots become legally recognized parcels.
