Documented steps
Complete identity verification in the OpenAI Platform Dashboard for the exact name you plan to publish under — individual verification for a personal name, business verification for a company name.
Confirm your account holds `api.apps.write` (create drafts and submit) and `api.apps.read` (view drafts and status); organization owners have both automatically, other roles need them assigned.
Host the MCP server on a publicly accessible domain with a defined content security policy — local or testing endpoints are not accepted.
Go to https://platform.openai.com/plugins and run 'Scan Tools' to perform the automated metadata scan capturing tool names, descriptions, schemas, and security settings.
Supply the submission materials: MCP server details and OAuth credentials if applicable, app name/logo/description, company URL and privacy policy URL, tool information with test prompts and expected responses, localization information, and UI screenshots (only if your app has a UI).
Publish a privacy policy detailing data categories collected, purposes, recipient categories, retention timelines, and user controls, plus customer support contact details.
Submit and wait — review combines automated scans with manual review of functionality and policy compliance.

Known gotchas
Projects with EU data residency cannot submit plugins containing apps for review — you must use a project with global data residency, which may require creating a new project.
Only one version of a given app may be in review at a time, though an organization can publish multiple distinct apps.
Review timelines vary and no SLA is published; expedited-review requests to support are explicitly not accommodated, so build the wait into launch planning.
