Steps

  1. Register your organisation in the national UUM&DS (Unified User Management and Digital Signatures) system of the relevant EU Member State to obtain ICS2 access credentials.
  2. Determine your role: Express Carrier or Postal Operator filing a pre-loading PLACI (H7 minimal dataset) before aircraft departure, or freight forwarder/shipper filing a full H1-level ENS before arrival.
  3. Build the ENS XML message conforming to the ICS2 data model; include consignor, consignee, goods description, piece count, weight, and country of origin for every house bill in a consolidated shipment.
  4. Submit the ENS through the Shared Trader Interface (STI) or the national Shared Trader Portal (STP); receive the MRN (Movement Reference Number) in the synchronous acknowledgment.
  5. Respond to any Risk Analysis Result (RAR) messages from customs within the prescribed time window; a Do-Not-Load or Detention order must be respected before cargo is loaded or released.
  6. Retain the ENS MRN and link it to the subsequent import declaration to satisfy the safety and security data chain requirement.
