Retain the ENS MRN and link it to the subsequent import declaration to satisfy the safety and security data chain requirement.
Known gotchas
ICS2 Release 3 became mandatory across all transport modes in 2025-2026; the legacy ICS1 system is decommissioned in all Member States, so integrations targeting ICS1 endpoints must be migrated.
The H7 minimal dataset used by express carriers covers only safety and security elements and does not satisfy the customs declaration obligation; a separate import declaration is still required.
Each house bill in a grouped consignment requires its own set of safety and security data; filing only master bill data is non-compliant and will generate CBP-equivalent penalties at the EU border.
