Steps
Classify each finding as a routine deficiency (system stays in service, e.g., missing escutcheon) or an impairment (system or part of it is out of service, e.g., closed control valve)
Complete the ITM report identifying each deficiency/impairment with location, description, and corrective-action recommendation, distinct from a pass/fail summary
Deliver the written report to the property owner or designated representative, since the contractor's obligation is to report findings, not unilaterally fix or declare compliance
For impairment-level findings, trigger the Chapter 15 impairment/notification process (fire department, AHJ, alarm company) rather than treating it as a routine punch-list item
Confirm the AHJ's specific reporting mechanism/format, since many jurisdictions require electronic or portal-based submission in addition to the paper NFPA 25 report
Known gotchas
NFPA 25 places correction of deficiencies on the property owner, not the inspection contractor -- a contractor who tests and reports is not automatically obligated or authorized to make repairs
Many AHJs require the same report submitted directly to them within a set deadline, independent of when it's delivered to the owner -- relying solely on the owner to forward it can leave the contractor out of local compliance
Misclassifying an impairment as a routine deficiency skips required immediate fire department/AHJ notification and can expose both owner and contractor if a fire occurs during the unreported outage
