Go to https://mydrywell.water.ca.gov/report/ and click Submit Report to begin the online reporting form
Provide basic well/property information as prompted; the report feeds state and county officials tracking drought-driven water supply impacts
Direct the owner to their County Emergency Drought Contact for direct assistance, since the reporting system itself is informational/tracking, not an emergency-response dispatch
In the San Joaquin Valley counties (San Joaquin, Stanislaus, Mariposa, Merced, Madera, Fresno, Kings, Tulare, Kern), direct owners to Self-Help Enterprises (559-802-1685, droughtsupport@selfhelpenterprises.org) for hands-on emergency drinking water support
Known gotchas
Reporting a dry well does not itself trigger emergency water delivery — it's a data-collection tool; the owner still needs to separately contact their county emergency drought contact or a regional assistance nonprofit
Because reporting is voluntary and reporting-agency coverage is uneven, the statewide summary undercounts actual dry-well incidents — don't treat the dashboard numbers as a complete census
