Steps
Generate an Open Cloud API key (or OAuth token) scoped to the target universe's user-restrictions permission
Call the Update User Restriction endpoint with a duration, private/public display reason, and universe- or place-level scope
List restrictions or fetch a single user's restriction to check current ban state before acting
Query the user restriction logs endpoint to review moderation history and detect ban evasion via alt accounts
Handle immediate eviction -- banned users are kicked from running sessions and shown a modal with the display reason and time remaining
Known gotchas
Universe-level bans apply to every place in the experience, while place-level bans are scoped narrower -- picking the wrong scope silently under- or over-bans
Ban duration and reason fields have separate public vs. private display reason semantics; the public one is what the banned player actually sees
