Steps
Remove pumping equipment and obstructions, then measure and record actual well depth
Disinfect the well before sealing if it was previously in use
Fill the well from the bottom up using an approved method (pressure grouting, or pouring coarse bentonite from the required minimum depth to the surface)
Cut and remove casing to at or below the state-required depth below grade
File the required well-sealing/decommissioning report with the state agency
Known gotchas
Approved sealing methods and start depths are state-specific; a method acceptable in one state (e.g., pressure grouting from a set depth) may not satisfy another state's code
Most states require decommissioning to be performed by or under supervision of a licensed well driller, not the property owner alone
Failing to file the sealing report leaves the well listed as active in state records, creating ongoing liability for the owner
