Documented steps Call GET https://api.github.com/repos/{owner}/{repo}/actions/variables with Authorization: Bearer <TOKEN> and Accept: application/vnd.github+json. The response contains total_count and a variables array with name, value, created_at, updated_at — note value is returned here, unlike secrets. Paginate with per_page (default 10, max 30 per docs) and page. Also call GET /repos/{owner}/{repo}/actions/organization-variables to see vars inherited from the org. Values are returned in plaintext, so scope read access accordingly.
Known gotchas The per_page default for variables is 10 (not 30 like secrets) — large repos need explicit pagination. Values are readable in cleartext via the API; treat variable-read tokens as sensitive. An org variable with the same name as a repo variable: the repo value wins for workflows in that repo.
