Steps

Identify all accessible entrances served by the lot.
Measure the shortest accessible route from each accessible entrance to candidate accessible-space locations.
Disperse accessible spaces among entrances when a site has multiple accessible entrances, rather than defaulting to one cluster.
If clustering is proposed, verify it meets the exception criteria (equivalent or greater distance, parking fee, and convenience) before relying on it.
