Steps
Choose a BigQuery edition (Standard, Enterprise, or Enterprise Plus) based on required features, since reservation-based fairness and BACKGROUND/ML_EXTERNAL reservations require Enterprise or Enterprise Plus.
Create a reservation specifying baseline slots and, optionally, a max reservation size to allow autoscaling slots beyond the baseline.
Create an assignment mapping a project, folder, or organization to the reservation for a specific job type (QUERY, PIPELINE, or ML_EXTERNAL).
Monitor slot utilization via INFORMATION_SCHEMA job/reservation views or the reservations console to right-size baseline versus autoscaling slots.
Adjust the reservation's baseline/max slots or edition as workload patterns change, keeping in mind autoscaling slots bill separately from baseline slots.
Known gotchas
BACKGROUND and ML_EXTERNAL reservation job types are unavailable on the Standard edition; you must be on Enterprise or Enterprise Plus to use them.
Autoscaling slots bill on top of baseline slot cost when utilization exceeds baseline, so an unbounded max reservation size can cause unexpectedly high spend during bursts.
A project without an explicit assignment falls back to on-demand billing (or a parent folder/org assignment); verify assignment inheritance before assuming a project is covered.
