Documented steps

  1. Confirm the duty. EU producers, assemblers, importers and distributors of articles, and other supply-chain actors placing articles on the EU market, must notify SCIP when a Candidate List substance of very high concern is present above 0.1% w/w. The duty flows from Article 9(1)(i) of Directive 2008/98/EC referencing REACH Article 33(1).
  2. Check the exemption: actors supplying articles directly and exclusively to consumers, such as pure retailers, are outside the notification duty.
  3. Determine whether your product is an article (function derived mainly from shape, surface or design) or a complex object (assembled articles retaining their individual structure), since this drives the dossier structure.
  4. Check upstream data first. If a component already carries a SCIP number from your supplier, reference it rather than re-declaring that component's substance data.
  5. Choose the preparation route: IUCLID Cloud, hosted by ECHA and used through the browser, or IUCLID 6 Desktop/Server on your own infrastructure. Both require an ECHA account.
  6. Build the dossier in ECHA's harmonised IUCLID format for SCIP: article name and identifiers, article category, the Candidate List substance, its concentration range, its location in the article, and safe-use and waste-handling instructions.
  7. Where your information duplicates data already correctly notified upstream for the same article, use the Simplified SCIP Notification instead of a full dossier, referencing the existing SCIP numbers.
  8. Log into the ECHA Submission portal with an ECHA account holding the Submission portal manager role and upload the dossier or Simplified SCIP Notification.
  9. Retrieve the submission report and the assigned SCIP number, and correct and resubmit if the dossier fails completeness or business-rule validation.
  10. Pass the assigned SCIP number to your downstream customers so they can reference it instead of re-notifying your substance data.
